After weeks of back-and-forth between Governor Edwards, pastors, business leaders, legislators under the threat of legislative override, and an anxious Louisiana, it appears the Pelican State is nearing the beginning of Phase I Reopening. In a Monday presser, the governor announced his intent to move Louisiana forward, beginning Phase 1 of the Opening America Up Again Plan

The governor’s relaunch plan - with additional details to follow Friday, moves businesses, churches, and organizations forward to operation at 25% capacity. He says he hopes that the state can move into Phase II of the reopening plan by June 5th


Louisiana fiscal analysts are estimating that the cost of COVID-19 may exceed $1 billion – in Louisiana alone. The economic cost of shuttering the state has distressed many employers, leaving them without necessary revenue streams and shifting financial burdens onto frayed safety nets. 

The Legislature has only a few weeks remaining in the 2020 regular session, which was delayed 2 months to deal with the COVID cases. Now that legislature has resumed, they face a $1 Billion fiscal challenge. Will lawmakers make fiscally sound decisions? Our friends at the Pelican Institute have a few concrete policy recommendations.


Eighteen states’ attorneys general have sent a letter to the U.S. House and Senate Foreign Relations Committee requesting that they take formally take action to hold the Chinese government accountable for its role in the manufacture and spread of the coronavirus, as well as the disinformation campaign produced to cover up the contagion rates.

“Recent reports suggest that the communist Chinese government willfully and knowingly concealed information about the severity of the virus while simultaneously stockpiling personal protective equipment,” wrote General Landry and his colleagues in the letter. “In what Secretary of State Pompeo has described as a ‘classic communist disinformation effort,’ the Chinese government, aided by the World Health Organization, appears to have intentionally misled the world over the last six months.”

The World Health Organization, which is largely influenced by China’s participation levels, has been scrutinized by President Trump, who has said that he intends to remove U.S. funding from the organization if they refuse accountability and oversight.


After defying mandates to shut down all elective medical procedures to preserve PPE for COVID-19 use, New Orleans’ abortion clinic has sent a woman to the hospital, presumably after a botched abortion.
